As the development concept of "lucid waters and lush mountains are invaluable assets" continues to take root in Zhejiang, the special series of reports on this concept by Zhejiang News Network has officially kicked off. This report focuses on Daixi Town, Wuxing District, Huzhou City, which once relied on mining as its main industry. In recent years, through environmental governance, the local government has connected beautiful ecology with a beautiful economy, building Beautéville with an output value of over 10 billion yuan.
Let's take a look at the detailed report.

At Beautéville in Daixi Town, Wuxing District, Huzhou City, the cosmetics-themed exhibition at the International Beauty & Fashion Expo Center draws a steady stream of visitors every day. While appreciating the history of Chinese beauty, they can also participate in interactive experiences, such as generating an ancient makeup look with just one click.

Visitor Zhang Keyun: The integration of beauty culture and technology allows us to step into ancient calligraphy and paintings. It feels incredibly novel.

Currently, Beautéville has gathered more than 300 cosmetics and related enterprises. Yet just over 20 years ago, this area was lined with perilous rocks and dotted with deep mine pits, and more than 30 mines were the main source of local income.

In 2005, Daixi Town put into practice the concept of "lucid waters and lush mountains are invaluable assets" and launched comprehensive management of mines. It not only shut down all mines but also made great efforts to build Laohutan Reservoir, the drinking water source of Huzhou City. With the continuous restoration of the ecological environment, Daixi Town soon attracted "golden phoenixes" — Proya, a leading enterprise in the beauty industry, established its only national production base here.

Mao Lirong, Former Director of the Administrative Committee of Beautéville in Wuxing District, Huzhou City: At that time, we were thinking about how to translate ecological benefits into greater economic benefits. The beauty industry generates no waste gas or dust and has high added value. We thought this was highly aligned with our vision, so we began to develop towards this goal.

Step into Proya’s 5G Smart Factory, and you will see palletizing robots that can complete 6,000 box-moving tasks a day, with efficiency improved by more than four times compared to manual labor. In addition, environmentally friendly packaging boxes that can be reused more than a dozen times, pollution-free energy storage tanks made of stainless steel instead of plastic, and other initiatives all embody the concept of green development.

Li Wenjuan, Production Director of Proya Huzhou Branch: We use only pollution-free materials. We also conduct preliminary evaluations in terms of equipment selection and energy consumption. This is our way of practicing the concept of "lucid waters and lush mountains are invaluable assets," and we are making steady progress on the path of green development.

The settlement of leading enterprises in the town has also attracted numerous upstream and downstream enterprises to set up here. Last year, a French flavor and fragrance enterprise came in pursuit of "green development" and established its production line in Beautéville. At the beginning of this year, the enterprise wanted to participate in the Shanghai Beauty Expo but had been unable to secure an ideal booth. After learning about the situation, the Enterprise Service Specialist from the Economic Development Office of Beautéville contacted the expo organizer immediately. Through several rounds of communication, the booth issue was finally resolved.

Matt, General Manager of TechnicoFlor China: Whenever we encounter minor difficulties or issues, the government always offers us assistance through green channels. I can truly feel that the services here are excellent and comprehensive.

Now, Beautéville has successfully emerged as one of China’s top three cosmetics industry clusters. A number of supporting facilities, including a Technology Innovation Center, a Youth Entrepreneurship Industrial Park, and talent apartments, have been built rapidly in Beautéville. China’s first town-level cosmetics industry supervision institute has also been officially put into operation. Enterprises no longer need to leave the park to complete the certification and filing procedures for cosmetics production licenses for their newly developed products. Going forward, the town will focus on the cosmetics industry as its core and integrate agriculture, tourism, and other industries to achieve integrated and coordinated development across the entire region.

Shu Tong, Deputy Director of the Ecological Civilization Office of the Wuxing District Committee of Huzhou City: We will focus on promoting the transformation of ecological product values. By innovating development models such as "Ecology + Industry" and "Ecology + Culture & Tourism", we will create a number of vivid cases of turning green resources into economic benefits, injecting strong green momentum into the high-quality development of the region.
