In order to effectively promote compliant production and operation of cosmetics enterprises, fulfill their corporate social responsibility, further regulate the order of the cosmetics industry, promote technological innovation and high-quality development of the cosmetics industry, build a platform for the exchange of cosmetics regulations, enable the cosmetics industry and enterprises to understand the regulations, and strengthen the exchange of domestic and international cosmetics regulations, China Health Media Group Tianhe Exhibition & Conference Co. Ltd and China Healthcare Association held the first China Cosmetics Development Conference in Beijing from 27th to 29th of May, 2019. On May 27th, Li Nan, Director of Comprehensive Division of Cosmetics Supervision Department of National Medical Products Administration, Guo Changmao, Director of Cosmetics Supervision Department of Guangdong Medical Products Administration, Guo Shuting, Deputy Director of Shanghai Medical Products Administration, Wang Weidong, Director of Cosmetics Supervision Department of Zhejiang Medical Products Administration, and leaders of the three major Medical Products Administrations attended the conference to discuss the operation and management of the cosmetics industry.

Li Nan, Director of the Cosmetics Supervision Department of the Medical Products Administration, introduced the construction of China's cosmetic regulatory regulations in terms of both legislative plan and legislative thinking. He said that the Cosmetics Supervision and Management Regulations (hereinafter referred to as "the Regulations") are expected to be introduced this year. The management measures for cosmetics registration, cosmetics labeling management measures, cosmetics production, and management supervision and management measures are also planned to be introduced and implemented simultaneously with the Regulations. Besides, non-special-purpose cosmetics management measures record, cosmetics registration inspection procedures, and other supporting documents for the record are also in the process of research and development.

Guo Changmao, Director of Cosmetics Supervision Department of Guangdong Provincial Medical Products Administration, shared the experience of Guangdong Province in the supervision and regulation of cosmetics production. He introduced that Guangdong Province carries out cosmetic regulatory work through comprehensive risk monitoring, scientific assessment of safety risks, precise implementation of risk prevention and control. and established cosmetics safety regulations based on the overall principles of not conflicting with the current cosmetics regulations, combining with the actual situation of Guangdong cosmetics supervision, linking up with the national cosmetics regulatory legislation, and fully learning from the laws and regulations in relevant fields.

Guo Zhuting, Deputy Director of the Shanghai Medical Products Administration, introduced the record management of imported non-special-purpose cosmetics. He said that the current regulatory system for imported non-special cosmetics is mainly approval and post-certification supervision. The State has always attached great importance to the reform of the cosmetics approval system, and the Shanghai municipal government is also striving to carry out the pilot management of filing.

Wang Weidong, Director of Cosmetics Supervision Department of Zhejiang Provincial Medical Products Administration, made a report titled "Post-marketing supervision of cosmetics in Zhejiang Province", in which he highlighted that China Beautéville is one of the areas of intensive development of high-end cosmetics in China. The four measures of post-marketing supervision of cosmetics are system construction, standardization first; demonstration leading, comprehensive promotion; special rectification, key breakthrough; publicity and education, industry self-discipline.

Hou Juncheng, the general consultant of the management committee of China Beautéville and the chairman of PROYA, shared the "China Cosmetics Industry Dream". As the general counselor of China Beautéville and also a leading figure in China cosmetics industry, Hou Dong regarded his dream of beauty--building "Oriental glass" and the development of the town as his mission from the moment when he took PROYA into the Beautéville.

In order to promote the development of the industry, it is necessary to let the public understand the relevant policies and regulations of cosmetics. This professional meeting promotes enterprises to abide by national laws and regulations, produce in good faith and operate in compliance with regulations by means of interpreting policies, feeding back the needs of enterprises, and enhancing domestic and foreign exchanges. It also provides a reference for China's cosmetics regulatory industry to move towards a safer, more scientific, and more efficient direction.
